Carl Gouldman

Director of the U.S. Integrated Ocean Observing System

Prior to becoming Director of U.S. IOOS, Carl served as the Deputy Director of the program since June 2014 and has been in NOAA since 2000. U.S. IOOS is a coordinated network of people and technology that work together to generate and disseminate continuous data on our coastal waters, Great Lakes, and oceans. Before NOAA, Carl spent 3 years in the education department at the Chesapeake Bay Foundation. He holds a a Masters (MEM) in Coastal Environmental Management from the Nicholas School of the Environment and Earth Sciences at Duke.

Kellie Keller

Sofar Ocean

Kellie Keller is the Head of Government Business for Sofar Ocean Technologies, focused on building the world’s largest real-time ocean weather dataset for climate and weather modeling to breed innovation in ocean industries. Prior to Sofar Ocean, Kellie was a Business Development Executive for Liquid Robotics. Kellie received her bachelor’s degree in Chemistry from the United States Military Academy and her master’s degree in technical management from The Johns Hopkins University. Kellie also lectured at the Whiting School of Engineering in System Conceptual Design
